Law on Road Traffic Order and Safety 2024
Law No. 36/2024/QH15, effective 1 January 2025 — traffic rules, the new licence classes and the licence points system.
The Law on Road Traffic Order and Safety No. 36/2024/QH15 was passed on 27 June 2024 and took effect on 1 January 2025. Together with the Road Law No. 35/2024/QH15 it replaces the 2008 Law on Road Traffic: infrastructure and transport moved to the Road Law, while traffic rules and safety stayed here.
What drivers need to know
- New licence classes — 15 classes from 1 January 2025; classes A2 and B2 no longer exist. A2 merged into A, B1 and B2 merged into B, and B1 now covers three-wheeled motorcycles.
- Licence points — every licence carries 12 points; offences deduct points, and once they run out the holder must pass a knowledge test to restore them.
- Alcohol — the absolute ban remains: any alcohol in blood or breath is an offence, with no permitted threshold.
- Child restraints — rules on seating position and child safety devices in cars.
Licences issued before 1 January 2025 stay valid until their printed expiry date; on renewal they are converted to the matching new class.
