Decree 168/2024/ND-CP on road traffic penalties

Effective 1 January 2025, replacing Decree 100/2019 — sharply higher fines for many offences plus licence point deductions.

Decree 168/2024/ND-CP governs administrative penalties for road traffic offences and the deduction and restoration of driving licence points. It took effect on 1 January 2025, replacing Decree 100/2019/ND-CP (as amended by Decree 123/2021).

The two biggest changes

  1. Much higher fines for offences most likely to cause serious crashes: running a red light, driving against traffic, drink-driving, large speed excesses, reversing on an expressway.
  2. Licence point deductions — a new sanction alongside fines. Each licence has 12 points; once they are gone the holder may not drive until passing a knowledge test again.
