Licence point deductions and restoration

New from 1 January 2025: every driving licence carries 12 points, deducted according to the offence.

Since 1 January 2025 every driving licence carries 12 points. This is a new control measure that accompanies — rather than replaces — fines.

How it works

  • Each offence deducts a number of points matching how dangerous it is.
  • Points are restored to 12 if 12 months pass from the last deduction with no further deductions.
  • Running out of points bars the holder from driving on that licence; restoring them requires passing a road traffic law knowledge test.
  • Point balances are held in the national database and can be checked through the electronic identification app.

The practical effect: repeat offenders are taken off the road even if they can afford the fines — something fines alone never achieved.
